87 rivers open for salmon angling in 2014 – Minister O’Dowd also retains lower licence fee

Regulations and bye-laws for management of the wild salmon fishery in 2014 approved.

Mr Fergus O’Dowd T.D., Minister of State at the Department of Communications, Energy and Natural Resources, has approved a suite of regulations and bye-laws that will govern the wild salmon fishery in 2014. These will come into effect from Tuesday 1 January 2014.

Minister O’Dowd said “I am pleased to note that 87 rivers will open for angling activity in 2014. Fifty seven rivers will be fully open while a further 30 will be open for angling on a “catch & release” basis.  This will provide opportunities for commercial fishermen and anglers to share this important resource on a sustainable basis.”

“In 2012 I lowered the cost of fishing licences and I have decided to maintain that price cut for 2014.  I am anxious that lower costs will encourage sales of annual licences and incentivise angling tourists to avail of the Ireland’s first-class angling product”, he added.

Minister O Dowd received management and scientific advice on the current status of Irish salmon stocks from Inland Fisheries Ireland and considered submissions received through the public consultation exercise. Based on this he has introduced conservation measures for the management of the wild salmon and sea trout fishery in 2014.

In all, the Independent Standing Scientific Committee for Salmon (SSCE) assessed 143 rivers and have advised that:-

  • 57 rivers are open as a surplus of fish has been identified in these rivers;
  • 30 rivers have been classified as open for angling on a “catch and release” basis only; and
  • 56 rivers are closed as they have no surplus of fish available for harvest in them.

The Wild Salmon and Sea Trout Tagging Scheme Regulations for 2014 are in essence unchanged from the Regulations which were introduced for 2013. A number of minor amendments to the Regulations, recommended by Inland Fisheries Ireland, will provide for more effective administration of the tagging scheme regulations in 2014.

Wild Salmon and Sea Trout Tagging Scheme Regulations, SI No. 573 of 2013 for the 2014 season provide for, among other things, the total allowable catch of fish that can be harvested by commercial fishing engines and rod and line from identified rivers.

Bye laws

Conservation of Salmon and Sea trout (bag limits) Bye-law No. 915, 2013 provides for an annual bag limit of 10 fish being either salmon or sea trout (over 40 cm) per angler and provides for a season bag limit of 3 fish in the period 1 January to 11 May, a daily bag limit of 3 fish from 12 May to 31 August and a daily bag limit of 1 fish from 1 September to the end of the season. The Bye-law also provides for the use of single barbless hooks and prohibits the use of worms as bait once the specified number of fish have been caught in the specified periods.

Conservation of Salmon and Sea trout (catch and release) Bye-law No. 914, 2013provides for catch and release in respect of salmon and sea trout (over 40 cm) in rivers that are meeting at least 65% of their Conservation Limit as mentioned in the Bye-law. The Bye-law also provides for the use of single barbless hooks and prohibits the use of worms as bait in angling for salmon and sea trout over 40 cm.

Conservation of Salmon and Sea trout (closed rivers) Bye-law No. C.S. 316, 2013prohibits the taking or attempting to take by rod and line salmon and sea trout over 40 cm in the rivers specified in the Bye-law.

Angling Byelaw 913, 2013
This Bye-law prohibits the use of any fish hooks, other than single barbless hooks, and also prohibits the use of worms as bait in angling for all species of fish in the waters specified in the Bye-law and revokes Angling Bye-law No. 907, 2013.

Conservation of Sea Trout Bye-law 916, 2013
This Bye-Law provides for a daily bag limit of 3 sea trout (less than 40 cm in length) and provides for the use of single barbless hooks and prohibits the use of worms as bait once the specified number of sea trout have been caught.

Statement on proposed new Inland Fisheries Bill

The Minister of State, Fergus O’Dowd, along with representatives from the Department of Communications Energy and Natural Resources (DCENR) and Inland Fisheries Ireland (IFI) recently briefed Oireachtas members on the comprehensive review of all extant fisheries legislation that is currently taking place.

This review is being undertaken with a view to formulating proposals for a new Inland Fisheries Bill. The aim of the proposed new Bill is to ensure that the sector is underpinned by a robust and modern legislative code.

The consultation process began last Spring when stakeholders were invited to submit their views on a range of policy objectives to be included in the new Bill. As part of this process Minister O’Dowd, DCENR and IFI attended a number of well attended public information meeting held throughout the country.

The Minister and officials from DCENR and IFI set out possible proposal that might be contained in the new draft Bill and invited all stakeholders to make submissions as regards proposals they would like to see included.

As part of the consultation process 70 submissions were received from interested stakeholders, a significant proportion of which recognised the need to fund the development of the sector.

The briefing for Oireachtas members was arranged to address concerns voiced in the public domain and on social media, specifically those centering around the proposed funding of the development of the angling sector.

It was made clear that no proposal relating to the possible introduction of a “rod licence” had been surfaced and that it is not intended to make such a proposal.

The Minister, DCENR and IFI welcome all proposals for developing the angling sector in Ireland and how this may be funded. In this regard, it is intended that further comprehensive stakeholder consultation will take place prior to any finalisation of the proposed Inland Fisheries Bill.

Irish Angling Update, 19/12/13

Happy Christmas to everyone from all at Inland Fisheries Ireland

It is much colder now coming up to Christmas and there were only a few hardy anglers who ventured out in the past week but some nice fish were reported.  The weather in the next week is not promised any better but there are anglers who will fish on Christmas Day and in the days following, as many people are on holidays from work and will fish despite the prevailing weather conditions.

It won’t be long before we hear of the first salmon of the New Year and there is news from the Drowes and Delphi Fisheries in other news this week.  Salmon regulations for the new season will be up on the website from tomorrow.

On the sea angling front, Absolute Fishing in Tramore in Co. Waterford tell us of some recent catches with some nice bass taken “on the Zonk”.   Graham from Boat Angling Ireland crew took to the tide on Kayaks in Co. Donegal recently and reported some very good coalfish using euro champ rigs.  Sean Jordan from Duncormick was out bass fishing again in the south Wexford area and using a slow retrieve and Duo hard lutes captured some nice bass on a dark night.

There was one major pike angling report this week and two well-known Pike anglers from the UK Jason Davies and Terry Bruns fished with angling guide Kenny Sloan on some north Mayo loughs.  They enjoyed some excellent sport and Jason landed the biggest fish of 20 lb. which wins our Catch of the Week.

In other news Jason O’Riordan is holding some guiding and casting courses soon at the Adaire Springs Rainbow Trout Angling Centre.  There are many other news items in our other news section as well as informative news clippings.

The next Irish Angling Update will be published on the 2nd of January where I hope to be reporting on the first salmon of the year along with many Christmas fishing stories from all parts of the country,

Gardaí across the county have launched investigations this week after a spate of robberies stretching from the shores of Loch Gowna to the banks of the River Shannon.

Last weekend, thieves targeted the former Burlington site in Fisherstown, Clondra where they stripped the building of its copper and lead fixtures. Last Saturday a private house in Drumlish was ransacked, and later that same day, another house was targeted in Moyne. The back door of the residence was smashed in and the rooms were searched, however gardaí say that nothing was taken……
